Ukraine to put $90 mln into nuclear fuel reserve - Energoatom

KIEV, September 26 (RIA Novosti) - Ukraine's government has proposed allocating 450 million hryvnias ($90 million) in next year's budget to set up a strategic nuclear fuel reserve, the country's UNIAN new agency said.

"I think we will start gradually forming a fuel reserve next year," Yuri Nedashkovsky, head of state nuclear power utility Energoatom, was quoted as saying on Thursday.

He said the allocation had been included in the draft budget for 2009.

Priorities for Ukraine's nuclear industry

PRIORITIES FOR UKRAINE'S NUCLEAR INDUSTRY were the focus of a June 12 strategy meeting led by Prime Minister Yulia Tymoshenko at the Zaporozhye nuclear power plant. According to a statement released by Ukraine's nuclear operator, Energoatom, Tymoshenko said that immediate priorities include the construction of two new units at the Khmelnitsky nuclear power station and life extension for Rovno-1 and -2 and South Ukraine-1, which are now scheduled to end production between 2011 and 2013. She also identified the treatment of spent fuel and the development of a complete fuel cycle capability as priorities.

Fresh fuel assembly damage during refuelling

Unit 2 is in the planned outage, refuelling is in progress. After loading a fresh assembly into the core, refuelling machine (RM) operator pulded out RM beam from the reactor and started to relocate RM to spent fuel pool area in order to take the next fresh fuel assembly. While RM was moving, personnel heard unusual noise and stopped RM. A damaged fresh fuel assembly was found on RM beam in spite of the fact that according to all instrumentation readings, the assembly had been left in the core.

DEFECT OF MAIN GATE VALVE STUDS

Unit 1 was isolated for scheduled preventive maintenance.
On May 25, 1994 during a routine examination of the main gate valve components of primary circuit the corrosion-induced deterioration of gate valve main joint studs were identified at the points of transition from the thread part to the smooth one. The size of the damage varies from 2 to 10 mm.

RUPTURE OF PRESTRESSED CABLE WIRES CONTAINMENTS DOME PART

Unit 1 was under planned maintenance on 18.05.94 during routine surveillance of containment's dome part the ruptured parts of prestressed cable wires were detected.

N64 - 20
N66 - 30
The commission on the event cause elimination is working. The event has been classified as "1", degradation of defence in depth.

DEFECT OF THE REACTOR PROTECTION SYSTEM LEVEL CONTROLLER OF THE STEAM GENERATOR

On April 6, 1994, at 01:30 during the routine walkdown the operating staff registered not authentic readings of the steam generator no. 3 level controller connected to the emergency protection system circuit.
Safety operation conditions of the Technical Specifications which allow corrective measures within 8 hours were violated.
Actually the defect has been eliminated in 14 hours.

EXTRAORDINARY SHUTDOWN OF THE UNIT BECAUSE OF HYDROGEN LEAKAGE IN THE COOLING SYSTEM OF THE GENERATOR

On May 28, 1993 at 11:55 the unit 3 of the South-Ukrainian NPP was shut down because of the hydrogen leakage in the cooling system of the generator. The fault was liquidated and on June 2, 1993 at 5:24 the turbogenerator N3 was switched on.

UNIT OPERATION WITH ONE REACTOR PROTECTION SYSTEM CHANNEL OUT

On November 12, 1992, the unit operated at the rated power. The regulatory authority specialists discovered one reactor protection system channel put out of work. "Second circuit rupture". The channel put out time and cause were not possible to identify.

REACTOR SHUTDOWN CAUSED BY AN EMERGENCY PROTECTION SYSTEM ACTUATION FOLLOWED BY NON-COMPLIANCE WITH THE SAFETY LIMITS

On September 21, 1992 the unit was restarted after planned maintenance and was gaining power. At the power level of 450 MWe at 7:52 a.m. (Kiev time) the reactor was shut down after the emergency protective system on neutron flux level actuation. The actuating signal had been formed as a result of a defect in the reactor neutron flux control system elements.

ESSENTIAL BUS DEENERGIZATION

Safety System train 3 DG started on 6 kV bus deenergization. This was followed by DG trip by the maximum current protection of the DG excitation system. After connecting the essential bus to the service bus and following unsuccessful attempt to start the service water pumps for essential consumers (SWPEs-5,6) damage to manway hatch of the service water system was discovered.
Essential bus deenergiztion was caused by the short circuit in the "redundant complex" cable provided for by initial design and later disconnected from one end only.
