ERF description: HT system inventory was falling at a rate of 200 kg/hr. as indicated by drop in storage tank level. Leak search indicated that heavy water was steaming out from the failure in D.N. monitoring system used for failed fuel detection.
BASIS FOR RATING: event could have resulted in small LOCA. Since event actually occurred and safety system availability was full the event is rated in 0 category.
